US$331 million loan for electricity access approved

Parliament has approved a request for government to borrow up to US$331.5 million, from the International Development Association of the World Bank Group, upon which it will obtain a grant worth US$ 276.5 million.

The loan is for financing the Electricity Access Scale Up Project (EASP), whose aim is to increase access to electricity nationwide.

While presenting loan request to Parliament, the Minister of State for Planning, Hon. Amos Lugoloobi, said the EASP envisages an increase in access to electricity from the current 19 per cent to 44 per cent by 2027.

“In this, the project forecasts an increase in the number of connections annually from the current average of 70,000 to 300,000 connections,” said Lugoloobi.

This was during the plenary sitting of Tuesday, 22 November 2022 chaired by Speaker Anita Among.

Lugoloobi added that the loan is expected to increase the share of clean energy usage for cooking from 15 to 40 per cent by 2027.

He said that the project will be equitable as it will include the disadvantaged communities in its beneficiaries. “The project will benefit households, commercial enterprises, industrial parks, public institutions. It will support refugees and host communities and women,” Lugoloobi said.

He further stated that the Ministry of Energy and Mineral Development and the Uganda Energy Credit Capitalisation Company (UECCC) will be the main project implementing partners.

The loan request did not meet any resistance during its processing in the committee and in plenary, which MPs attributed to the project’s equitable nature.

“Ordinarily we [the Opposition] are not opposed to borrowing. We are only opposed to misguided borrowing and poor loan management but with respect to this loan, it is national in character and reflects equitable distribution. It is good for development,” said Hon. Medard Sseggona who represented the Leader of the Opposition in Parliament (LOP).

He applauded the component of grant as one of the conditions for the loan and asked government to formulate a debt management policy.

The report for the loan was presented by the Chairperson of the Committee on National Economy, Hon. John Bosco Okojo, also Bukedea County MP.

Sseggona, also Busiro County East MP, however, opposed the proposal to have the energy ministry run the project and instead sought restoration of the Rural Electrification Agency (REA).

“Now you are taking us back to this ministry that has always dodged its responsibilities in electricity infrastructure. I wish government could reconsider the disbandment of Rural Electrification Agency. REA did a good job,” said Sseggona.

Speaker Among, in agreement with Sseggona, called on government to reinstate REA whose track record she said was commendable.

“I also want to agree with the LoP on the issue of REA. Give us back our REA, the management could have been bad, but you can get other management. REA did a good job and it had good success stories,” said Among.

UECCC seeks to recruit qualified and competent individuals through the Open National Market approach.

Uganda Energy Credit Capitalisation Company (UECCC) is a Government of Uganda Company in place to facilitate investments in Uganda’s Renewable Energy Sector. The UECCC’s main objective is to provide financial, technical and other support for renewable energy development in Uganda with a particular focus on enabling private sector participation.

The Government of Uganda (GoU) has received funding from the World Bank for the implementation of the Electricity Access Scale-up Project (EASP) to be implemented over a period of five (5) years. EASP will support GoU’sefforts to increase access to electricity for households, refugee and host communities, industrial parks, commercial enterprises and public institutions. This is intended to spur socio-economic transformation, in line with Uganda’s Vision 2040, the National Development Plan (NDP) III, the 2018 –2027 Electricity Connection Policy (ECP) adopted in January 2018 and to meet the Sustainable Development Goal 7 (SDG 7) of achieving universal energy access by 2030.

The EASP activities will build on earlier Government initiatives in the energy sector, to support the expansion and strengthening of the electricity distribution network, scale-up service connections within the network, and increase access to off-grid electricity in refugee settlements and their host communities (outside the existing electricity distribution network), and to scale up clean cooking services and technologies. The EASP will be implemented by two main entities, namely the Ministry of Energy and Mineral Development (MEMD) and the Uganda Energy Credit CapitalisationCompany (UECCC) through Project Implementation Units (PIUs).

The two Implementing Agencies will collaborate closely with the Office of the Prime Minister (OPM), Ministry of Education and Sports (MoES), Ministry of Health (MoH), Ministry of Water and environment (MoWE), Ministry of Local Government, Ministry of Agriculture, and other relevant sector stakeholders to implement the various project activities.

Equi Green Loan Product Launch

UECCC in partnership with Equity Bank Uganda have launched a new product; Equi Green Loan Product. The launch coincided with the opening of a new branch of Equity Bank Uganda in Kiboga district. The launch was officiated by the Minister of Energy and Mineral Development, Hon. Ruth Nankabirwa Ssentamu who praised the new partnership between UECCC and Equity Bank.

“I would like to thank UECCC for partnering with Equity Bank to provide support to our people through facilitating access to clean energy thereby helping to avert negative effects of climate change”. said Hon. Ruth Nankabirwa Ssentamu.

“The Equi Green Loan will ease access to clean energy technologies through the provision of affordable credit to address the affordability barrier opposed by upfront costs of acquiring clean energy technologies,” said MD UECCC, Ms Specioza Kimera Ndagire.

UECCC Board of Directors visit key sites in Hoima district.

UECCC Board of Directors and Management team held the 45^th Board Meeting on 6^th May 2022 in Hoima district. They were also able to undertake a site visit to Hoimo, the biggest of the nine (9) sites under the ORIO Mini Hydro Power Project under implementation by UECCC. When completed, the 3.3MW Hoimo ORIO site will have over two thousand (2000) direct beneficiaries of last mile electricity connections.

The team then later visited and assessed the progress made at Hoima International Airport, Kabaale which will be greatly benefit various stakeholders including the Hoimo ORIO site.

As part of Stakeholder Engagement, the team also had the opportunity to visit the Kingfisher Oil Development Project in Kikuube district to familiarize themselves with the Project and the progress being made on site.

The Shareholders of UECCC had an Annual General Meeting where the Company’s State of Affairs was reviewed and its Financial Statements for the year ended 2020/2021 approved. The Shareholders are; Ministry of Finance, Planning & Economic Development represented by the Minister, Ministry of Energy & Mineral Development represented by the Minister and Private Sector Foundation of Uganda (PSFU) represented by the Chairman.

Pre-Qualification of Bidders for Construction of Civil & Hydro-Mechanical Works of Nine (9) Mini- Hydropower Plants under “PLANT and Design-Build”(FIDIC Yellow Book)

The Uganda Energy Credit Capitalisation Company (UECCC) is a Government of Uganda Institution that was established to facilitate investments in Uganda’s Renewable Energy Sector.

UECCC is implementing the ORIO Mini Hydropower Project which entails the development of nine (09) Mini Hydro Power Plants with a combined capacity of 6.7 MW as a single project.

The Project is funded by the ORIO Infrastructure Development Fund (ORIO) of the Government of the Netherlands and the Government of Uganda (GoU).UECCC now intends to apply part of the funds to cover eligible payments under a “PLANT and Design-Build” Contract (FIDIC Yellow Book) for Civil and Hydro-mechanical Works for the ORIO Mini Hydropower Project.2.

The UECCC now invites suitably qualified bidders to submit sealed pre-qualification bidsfor the assignment. The ORIO Mini Hydropower Project entails development of the following nine (9) Mini Hydropower Plants;i). Rushobe Mini Hydropower Plant (234kW),ii). Nchwera Mini Hydropower Plant (445kW),iii). UECCC to increase access to off grid solar electricity through a Working Capital Facility for solar companies

The Government of Uganda, with funding support from the World Bank, is implementing the Energy for Rural Transformation Project, Phase III (ERT III). One of the components of ERT III is “Financial Intermediation for Off- grid access” with the objective of increasing access to Off grid solar electricity in rural areas. The Uganda Energy Credit Capitalisation Company (UECCC) is the Implementing Agency of the Financial Intermediation component, under which UECCC has put in place a Working Capital Facility (WCF) of US $ 8.5 Million to provide Lines of Credit to Participating Financial Institutions (PFIs) for lending as working capital loans to Solar Companies. “On implementation completion, the Financial Intermediation Component benefits will include: Off-grid connections to reliable electricity for over 30,000 households (approximately 165,000 Ugandans)” said Hon. Simon D’Ujanga, Minister of State for Energy. The targeted Solar Companies are those selling solar systems under Pay As You Go (PAYG), Pay Plan and Cash Business Models. UECCC Holds Consultative Workshop with Solar Companies and PFIs

UECCC is currently designing a Working Capital Facility for Solar Companies that sell Solar systems on a Pay As You Go, Pay Plan or Cash basis. The facility will be availed to Participating Financial Institutions (PFIs) for on-lending to eligible Solar Companies. On 27th and 28th June 2017, UECCC held workshops for Solar companies and PFIs to review the design of the Facility.
